Ladies Student Dorm and Safe House Project
Executive Summary:
In the spirit of shared aspirations and a mutual commitment to positive change, Child Impact and PAMAS will explore the exciting prospect of collaboration through the potential Child Safe House Project. This proposal outlines the possibilities and outlines the vision for a partnership where Child Impact's financial support could facilitate the construction of a safe haven for up to 40 children, while PAMAS lends its expertise in labor and programming. As we delve into the exploration of this collaboration, the Child Safe House Project envisions becoming a beacon of hope, providing a secure and nurturing environment for children facing challenging circumstances. Together, we are poised to create a powerful alliance that combines resources, compassion, and expertise to pave the way for a brighter future for these young lives. This proposal serves as an invitation to collectively envision and actualize the positive impact that our partnership could bring to the forefront of our shared mission. Of the children that are to be served, preventing child marriages is one main objective.
Child Impact and PAMAS already have a partnership in which it offers funding for teachers that educate remote villages unreached by the Philippines education system. Together, there are 5 schools that they operate and provide education for grade one to ten. There are approximately 265 students that benefit from this partnership.
The Child Safe House Project is a collaborative effort between Child Impact, a Christian nonprofit organization committed to making a difference in the lives of children, and PAMAS, a non-profit organization specializing in providing air support, medical care, and education to those in need. This joint initiative aims to address a critical need in our community by establishing a safe house for children who are at risk due to unsafe and abusive living conditions and child marriages.
Project Goals:
Key Goals of the Child Safe House Project:
Provide a Safe and Secure Environment:
The primary goal of the Child Safe House Project is to create a safe and secure living environment for children who are exposed to unsafe homes. The project seeks to remove children from situations of neglect, abuse, or other harmful circumstances, such as child marriages, offering them a refuge where they can thrive without fear.
Capacity for 40 Children:
The Child Safe House is designed to accommodate up to 40 children at a time. This ensures a manageable size that allows for personalized care and attention, fostering a supportive community atmosphere.
Supervised Living Arrangements:
Under the dedicated supervision of a house mom and/or teachers, the children will experience a nurturing and structured living environment. The aim is to provide them with not only physical safety but also emotional support and guidance.
Educational and Developmental Programs:
The project focuses on providing comprehensive education and developmental programs. PAMAS will contribute by offering educational support, skill-building activities, and mentorship opportunities to empower the children for a brighter future. With the experience of leading 5 schools already, PAMAS will be able to confidently offer this 6th school environment within the Safe House.
Holistic Well-being:
The Child Safe House aims to address the holistic well-being of each child. This includes physical health, emotional support, and educational opportunities. By integrating these components, the project aims to break the cycle of adversity, offering children a chance to grow into confident and resilient individuals.
Collaborative Funding and Labor:
Child Impact will fund the construction of the Child Safe House and the purchase of land, while PAMAS will provide the necessary labor for the building process and arrange the land agreements. PAMAS will also recruit the teachers and house moms needed to ensure this project is a success. This collaborative approach ensures a well-rounded initiative that combines financial resources with hands-on expertise to create a sustainable and impactful project. The ongoing funding for operating this Safe House/School would be added to the previous arrangement with PAMAS and Child Impact pending approval.
Long-term Impact and Sustainability:
Beyond the immediate shelter, the project is designed for long-term impact. By instilling a sense of stability and hope, the Child Safe House aspires to empower children with the tools they need to overcome challenges and contribute positively to society. Also, by addressing child marriages, PAMAS will strive to meet the UN’s goal of eliminating child marriages by the year 2030.
In summary, the Child Safe House Project embodies the shared commitment of Child Impact and PAMAS to create a transformative space for children facing adversity. Through a combination of safe housing, educational programs, and supportive supervision, the project aims to provide a foundation for a brighter and more promising future for each child involved.

PAMAS's unique strengths provide a holistic approach to addressing the multifaceted needs of children facing adversity. The collaboration envisions a seamless integration of resources, with Child Impact's funding driving the construction of the Child Safe House, while PAMAS contributes essential labor and programming support. This synergy not only enhances the project's immediate impact but also aligns with Child Impact's overarching mission of making a profound and sustainable difference in the lives of those in need. Together, this collaborative partnership seeks to create a safe haven that goes beyond shelter, nurturing the well-being and potential of each child involved.
Target Population:
Primarily, the beneficiaries will be children facing circumstances such as neglect, abuse, or familial instability, which compromise their safety and well-being. The demographic encompasses a range of ages, with a focus on providing support for children up to 18 years old. These youngsters may come from diverse backgrounds, experiencing challenges that hinder their physical, emotional, and educational development. The Child Safe House aims to create a haven for those who require immediate refuge, offering a supportive environment that fosters healing, growth, and the opportunity for a brighter future. This initiative is dedicated to providing a lifeline for children who need it most, transcending socio-economic barriers to ensure that every child in distress is given the chance to thrive in a secure and nurturing space. Special Consideration will also be given to children who face health challenges as well as mobility issues.
Program Components:
The Child Safe House project is designed to accommodate up to 20 children, providing a comprehensive solution to the challenges faced by these vulnerable individuals. The living arrangements have been carefully planned to create a safe and secure environment, offering a nurturing atmosphere conducive to the well-being of each resident. The supervision model, led by a dedicated house mom and teachers, ensures 24/7 support, addressing both the physical and emotional needs of the children. Tailored educational programs form a significant aspect of the initiative, empowering the children with essential skills and knowledge for a brighter future. Beyond that, the Child Safe House will extend additional support services, including counseling and therapeutic interventions, to meet the diverse and individualized needs of the children. If there are medical or dental needs, there are nurses and dentists that reside at the PALAWAN Airbase that can lend their services. This expanded facility, accommodating 20 children, reflects a commitment to providing a dynamic space that prioritizes holistic development, allowing each child to heal, learn, and flourish into resilient individuals capable of overcoming adversities.
